C. APPROVAL OF BUDGET REVENUE NEUTRAL RATE RESOLUTION

WHEREAS, the Revenue Neutral Rate for Fort Scott Community College was calculated as 28.079
mills by the Bourbon County Clerk; and

WHEREAS, the budget proposed by the Governing Body of Fort Scott Community College will
require the levy of a property tax rate exceeding the Revenue Neutral Rate; and

WHEREAS, the Governing Body held a hearing on August 29, 2022 allowing all interested
taxpayers desiring to be heard an opportunity to give oral testimony; and

WHEREAS, the Governing Body of Fort Scott Community College, having heard testimony, still
finds it necessary to exceed the Revenue Neutral Rate.

NOW, THEREFORE, BE IT RESOLVED BY THE GOVERNING BODY OF FORT SCOTT COMMUNITY
COLLEGE:

Fort Scott Community College shall levy a property tax rate exceeding the Revenue Neutral Rate of
29.288 mills.

This resolution shall take effect and be in force immediately upon its adoption and shall remain in
effect until future action is taken by the Governing Body.

Recommendation: It is recommended that the Board approve the Revenue Neutral Rate resolution as
stated above.

Friday Night Free Concert: David Prickett

Ralph Carlson introduces the Friday Night Concert musicians May 2019.

This week’s Friday Night Concert will be presented by David Prickett of Deerfield, Mo.  The vocal and guitar performance will feature a variety of familiar gospel favorites and favorite country classics.

 

“Since his first performance in 1962 in Fort Wainwright, Alaska, at the All-Army Talent Show, Prickett is no stranger to the music stage. He later moved to Texarkana where he had several bands and then eventually began doing solo gigs. After returning to Alaska, he and his wife Midge moved to Deerfield in 2005. Prickett has played Good Ol’ Days, Bushwacker Days, churches, healthcare facilities, our Friday night concerts, and many other events,” concert series organizer Ralph Carlson said. “Come out and join us for a fun night to enjoy great music with friends. We’re pleased to welcome David Prickett back to the park pavilion.“

 

The one-hour concert begins at 7 p.m. at the Heritage Park Pavilion at First and Main streets. The shows, sponsored by the Fort Scott Area Chamber of Commerce, are free and open to the public. Dave Oas and Jim Butler provide the sound each week. Due to limited seating, attendees are encouraged to bring lawn chairs.

 

In the event of inclement weather, the concert will be moved to the Common Ground Coffee Co., 12 E. Wall Street.

The Fort Scott Area Chamber of Commerce invites members and guests to a Chamber Coffee hosted by Museum of Creativity, Thursday, August 18th at 8 a.m. located at 102 S. National Ave.  Coffee, refreshments, juice, and snacks will be served, and attendees may register to win a special drawing.

Chamber members and guests are invited to Chamber Coffee events each Thursday at 8 a.m. to network, make announcements, hear about happenings in the community as well as learn about the host business or organization.

The Friday Night Free Concert: Rick Hite

Ralph Carlson introduces the Friday Night Concert musicians May 2019.

This week’s Friday Night Concert will be presented by local musician Rick Hite who sings and plays guitar, and performs a variety of music including Country, Folk, Bluegrass, Gospel, and Oldies.

 

“Hite began singing in church at the age of 5 and has been playing guitar since age 9,” concert-series organizer Ralph Carlson said. “He has played The White Horse Saloon in Black Mountain, North Carolina, Jekyll Island, Georgia, the Mildred Store, VFW, the Eagles, Elks, Old  Settler’s Picnic, and various local venues. We’re pleased to welcome Rick Hite back to the park pavilion. Come out and join your friends for an enjoyable evening of music.”

 

The concert begins at 7 p.m. at the Heritage Park Pavilion at First and Main streets. The shows, sponsored by the Fort Scott Area Chamber of Commerce, are free and open to the public. Dave Oas and Jim Butler provide the sound each week. Due to limited seating, attendees are encouraged to bring lawn chairs.

 

In the event of rain, the concert will be moved to the Common Ground Coffee Co., 12 E. Wall Street.

Chamber of Commerce Blue Health Insurance Offering Until August 18

The Fort Scott Area Chamber of Commerce announced a new partnership with Blue Cross Blue Shield of Kansas (BCBSKS) and Chamber of Commerce Executives of Kansas (CCEKS) earlier this year. This partnership stitches together 53 local Chambers of Commerce across Kansas to offer an Association Health Plan entitled Chamber Blue of Kansas.
Chamber Blue of Kansas is an association health plan (AHP) that allows for employers to join together to purchase insurance. The larger pool of people enrolled in the plan allows the possibility for more plan options, and potentially, lower cost.
The initial rates will be based upon employers who complete an interest survey; completing the survey does not obligate your organization to enroll in the program but it does provide access to the initial group. The survey is live currently with a deadline of August 18, 2022, for all interested parties to submit.
In the two weeks since the survey link went live in Bourbon County there has been 16 organizations representing 62 employees complete the survey and at the state level, there has been 1,300 organizations complete the survey representing over 20,000 employees! The response has been phenomenal and is poised to be one of the largest association health plans in Kansas. This is the best opportunity and lowest barrier of entry for small employers to access large group health insurance.
The initial rates will be determined in September 2022 based on groups/businesses that have completed the survey and plans will become effective January 1, 2023.
Fort Scott area business owners, non-profits, and organizations are encouraged to complete the interest survey. A previously recorded informational webinar is available to view by clicking here.

With no “official” Sales Tax Holiday weekend in the State of Kansas, we have our own holiday here where these local retailers pay the tax for you!
