PARSONS, Kan. – Kansas State University will host its annual Beef Cattle and Forage Crops Field Day on Thursday, May 3. This year the event will be at the K-State Southeast Research and Extension Center, 25092 Ness Rd. in Parsons.
The day starts with registration, coffee and donuts and time to view sponsors’ displays at 8:30 a.m. Presentations begin at 9 a.m. Lunch will be served following the last presentation, compliments of several sponsoring companies.

The Bourbon County Sheriff’s Office is offering a $10,000 reward for any information that leads to the arrest and conviction of any person or persons responsible for the fire at Pearson’s Towing located at 1269 Highway 54 that occurred on March 21, 2018.
The Bourbon County Sheriff’s Office had 13 seized vehicles located on that property at the time of the fire. Once a vehicle is seized by the department during a drug related crime it then goes through the proper court proceedings and is awarded to the sheriff’s office by the Court. At that time the vehicle is auctioned off and the proceeds from the auction are used for the funding of the Bourbon County Sheriff’s Office K9 unit.

The regular meeting of the Fort Scott City Commission was held April 3rd, 2018 at 6:00 p.m. in the City Commission Room, 123 S. Main, Fort Scott, Kansas.
ROLL CALL:
Commissioners Adamson and Nichols were present as President of the Commission Bartelsmeyer presiding. Commissioner Parker and Mayor Mitchell were absent.

1. Christa Horn – C.A.S.A. Funding Request – – Mrs. Horn appeared before the Commission and thanked the City for their support in the past years. Bourbon County C.A.S.A. is now in its 28th year of providing advocates for our community’s abused and neglected children. There are currently over 100 children in foster care in Bourbon County. She believes every child in foster care deserves the support and advocacy of a C.A.S.A. volunteer. She thanked all the volunteers with C.A.S.A. who go above and beyond the call of duty to assist children with needs. With the City’s financial support, they can recruit, train and support enough volunteers to care for every child in the foster care system.
President of the Commission Bartelsmeyer presented Christa Horn with a check for $5,000 for C.A.S.A.

Bob Farmer, City Attorney, again admonished the City Commission not to respond to Mr. Duncan, who has signed up to speak. There is a liability issue now. He reiterated that City Staff is willing to meet with Mr. Duncan at any time.
Bobby Duncan brought up the City Commission minutes from June of 2015 when the code footprint was addressed. He does not believe it pertains to a historical building. He said that the City issued the mandate for the code footprint. He would like to pursue a fair resolution and wants what is right to be done.
Robert Nelson informed the Commission that last week Westar Energy installed a light at Nelson Park. He thanked the City for the light and said the park is used a lot by young children and their parents.
He also thanked the Police Department for patrolling in that area. They provide safety by their presence and should be commended.

6:00 p.m. Public Hearing – Gilmore & Bell – Resolution approving the issuance by the City of Wichita, Kansas of its Health Care Facilities Revenue Bonds for the purpose of financing and refinancing the acquisition, construction, improvement and equipping of an existing senior living facility located in the City of Fort Scott, Kansas – Approval of Resolution No. 20-2018 – City Attorney said that the purpose of this resolution is for a bond issue that has been refunded to be refinanced. This is a statewide bond issue with Presbyterian Villages in the state of Kansas. Fort Scott should receive around $200,000 to improve their parking lots and make improvements to their facility. The City has no liability of any kind.
Adamson moved to approve Resolution 20-2018. Nichols seconded. All voted aye.

Dave Bruner – Smoke Detector Program – Dave shared with the Commission and the audience a brief American Red Cross video for the Sound the Alarm, Save a Life Campaign. He gave statistics of residents who do not have smoke detectors in their homes. There have been three residential fires so far this year and none of these structures had working fire detectors. The Campaign date has been set for May 6th,

from 1:00 p.m. to 6:00 p.m. They will provide materials for volunteers to either install or replace batteries in resident’s homes who have signed up to have this service done. There will be more to come on this project.
Kenny Howard – Airport Update – Kenny shared photos of the airport and some upgrades that have been completed. New computers and wiring have been installed. The pilot’s lounge has been painted, and also the old bushes in front of the terminal have been removed. He showed a photo of the new courtesy van that was donated to the airport courtesy of Russ Briggs. The airport is very busy. He has sold 30,000 gallons of jet fuel already this year.
Larry Gazaway – Tourism Website Update – Larry shared the new tourism website with the Commission. It is visitfortscott.com. It is a very informative website.

D. Director of Finance: Jon Garrison, Director of Finance, informed the Commission that bids were opened on March 28th for the construction of the new golf cart shed at Woodland Hills Golf Course. There were four bids received with the low bid from J.T. Contracting of Fort Scott, Kansas in the amount of $64,997.00. Agricultural Engineering has reviewed the bids and approved the low bid also. There was $73,862.78 budgeted for this project so it came in under budget which is good. He asked for approval for the bid from J.T. Contracting.

E. City Manager:
1. Highway 69 Meeting – City Manager said that he attended a Highway 69 meeting in Topeka yesterday. Sam Mason was the Vice President of this organization and they asked him to attend. The group met with the Governor who states that the four-lane from Fort Scott to Pittsburg and then to I-44 is still a high priority. There is no talk of a bypass around Fort Scott.
2. Fisher Park – City Manager said that Fort Scott.Biz did an article on Fisher Park. Frank Adamson is very passionate about Fisher Park and improvements that will be made there. The property across the street has been secured. Ag Engineering is designing a parking lot in the south part of the lot. The City is waiting to see how the Title 9 with USD 234 plays out first.

The Design Review Board will meet on Monday, April 16, 2018, at 4:30 p.m. at the City Hall Commission Meeting room at 123 S. Main Street, Fort Scott, Kansas.
This meeting will be held to discuss a Certificate of Appropriateness for alterations to the building at 124 E. Wall Street and any other matters that may come before the Board. This meeting is open to the public.

I have a new, daily prayer: Today, Lord, give me your eyes.
My perspective would be radically improved if I saw others as Jesus sees them.
As individuals he created. And loves. And wants them to love him back.
Replace my eyes with Yours.
There is no comparison between what my eyes see and what Jesus sees. If I am prayed up, the difference is dramatic, like…
The difference is not only life-changing; it’s day-changing. With Jesus’ eyes, I no longer fret when people don’t view things my way (even when I am sooooo right). Jesus didn’t care that people disagreed with him or talked behind his back or even demanded his execution. He saw everyone through the eyes of love. Even those most different from him (which, in my opinion, is a really, really hard thing to do).
Yesterday I failed to do that.
As Board secretary for our condominium complex in Mazatlan, Mexico, I work with six men, most of whom have been the top dogs in their corporate worlds. We don’t always agree, but our job is to make decisions for 88 owners who also never agree. That part I find challenging and invigorating, especially when we are able to justify why we make the decisions we do.
One owner, “Ben,” pushes all of my unloving buttons. If he disagrees with us, he writes scathing emails, threatens to sue and attacks other owners. He doesn’t speak unless spoken to first, and then he talks about himself until his victims pretend to have an errand to run. (I know.)
Yesterday I was in a phone conversation with another Board member, and Ben’s recent email came up. I referred to him as a “narcissist.” It was a safe call; no one who knows Ben would disagree. Obviously, my Jesus’ eyes were closed. (Can you tell?) With Jesus’ lens, I would hurt for Ben and be concerned that he is insecure and desperate for others’ accolades and be grieved that he is an atheist. Yesterday, I wasn’t.
Today, probably because I am writing this article and am faced with my own unloving attitude, I am convicted to reach out to love Ben as Jesus does, with eyes that see based on the restoration of Calvary’s Cross. Today I am convicted that I may be the only Christian God has sent to make a difference, and I am convicted that God wastes no opportunities. Today I am seeing Ben through Jesus’ eyes.
This is a good day, a very good day.
I pray tomorrow be the same.
TOPEKA – Kansas Governor Jeff Colyer, M.D. has signed the following bills into law:
The Governor has now signed 50 bills into law this session. By law, the Kansas governor has 10 calendar days to sign bills into law, veto bills or allow bills to become law without his signature.
Governor Jeff Colyer Signs “Anti-Swatting Bill” into Law Thursday
Topeka- Governor Jeff Colyer signed in to law today HB2581 that increases penalties for “swatting” or other false alarms if a third party is injured as a result of the hoax. Swatting is the action of making a prank call to emergency services in an attempt to bring about an armed police response to a particular address. This harassment tactic resulted in the loss of the life of Andrew Finch of Wichita in December 2017 after police were called to his home following a prank call allegedly placed by an individual in California.
“We need to send a clear message that this behavior is unacceptable in our society,” said Governor Jeff Colyer, “It isn’t a prank, it isn’t a joke, it is a deadly serious crime and this law makes it clear that we will treat it as such. What happened to Mr. Finch was unspeakably tragic, and we hope that this law will prevent any other innocent people from losing their lives as a result of this horrific behavior.”
“I am very pleased to think this legislation could possibly save lives,” said Lisa Finch, mother of Andrew.
The Fort Scott High School Prom 2018 is April 21, 2018, at the high school.
Public viewing of the building is from 5:00 to 6:00 pm, walk-in is from 6:30 to 8 pm and prom is from 8 to 11 pm.
“This year’s walk-in will be starting at the southeast corner of the high school,” according to Roberta “Bert” Lewis, an instructor at the school. “To get in line, you will need to drive north on Main, turn into the southwest corner of the parking lot by the tennis court. (directly east of Key Hole), then continue east toward the back parking lot. Valet parking will be available southeast corner of the east parking lot. If someone is picking up your car they can meet you at this location.”
Parent parking and viewing of walk-in:
Parent parking will be allowed on the street west of school, stadium, gravel lot west of the school, and at Buck Run. Handicap parking will be available on the north side of the school.
Parents will NOT be allowed to park in the west (front) lot, at the pool, or on State Street between 9th and 12th streets. Also closed for walk-in will be Scott street from 10th to 12th and 11th street from State Street to Main.
