10. KC Crown Inc. Fort Scott Project – Housing Development (Pages 33–35)

A proposed multi-phase residential development by KC Crown Inc. (Sam Singh) seeking county support for a Kansas Housing Investor Tax Credit (HITC) application.

• Project Scope: Phase 1 – 25 new homes. Subsequent phases (2, 3, 4) would add additional 25 homes each if feasible. Potential initial investment of $2,500,000 expected in the first year. (Page 35)
• Location: Land owned by Binder (Sam) Singh; KC Mart south location, approximately 1/4 mile south of Fort Scott KS on the west side of the road. Houses would be placed behind current convenience store with new access road on north side of property while using the existing entrance. (Page 35)
• Incentives/Request: KC Crown Inc. intends to apply for the Kansas Housing Investor Tax Credit (HITC). Application requires a resolution of support from the Board of Commissioners. Project is stated to be not financially feasible without the tax credits. (Page 35)
• Draft Resolution (unnumbered): Resolution authorizing submission of an application to the Kansas Housing Resources Corporation (KHRC) for the HITC program. HITC Program authorizes builders/developers in counties with population under 75,000. Bourbon County qualifies. Governing Body finds shortage of quality housing, that shortage can be expected to persist, and that it is a substantial deterrent to future economic growth.
